Months should have monthends like weeks have weekends.
We could make them all 28 days, and then have 4 day long weekends at the end of them. That would leave 5 days for a year end.
Historically this was not true. There were times when it wasn’t any month at all! History is wild.
You can say that was mostly the Romans. If you needed a calendar fucked up, they were the ones to do it.
